With regard to Sir R. Kotewall, I understand that you have discussed this matter ith Sir Mark Young, that Sir Mark is not entirely satisfied with the proposal that Sir R. Kotewall should resume his

position on the Executive Council for the first meeting and that he should then resign on grounds of "health". and that it has been left that you will consider the matter further on your return to Hong Kong and telegraph your revised recommendations.
